1. Get yourself to the west coast of Rook and enter the hole in the picture.
2. Walk downstairs once again.
3. Walk to the east until you find a hole. Enter it.
4. Follow the tunnel and enter the hole at the end.
5. Use levitate in the location as pictured.
6. Explore your way to the north until you find a hole. Enter it.
7. Walk to the west and walk down the hole.
8. Go to the west again and walk upstairs.
9. Walk up the stairs and you will be at the quest.
